资历框架与学分银行的关联及协同发展研究 被引量:3

摘要 国家资历框架与职业教育国家学分银行是我国两项重大工程。国家资历框架虽未取得实质性进展,但是在政策层面与实践层面积累了一定的基础。职业教育国家学分银行开发了相关信息平台,与1+X证书试点工作结合非常紧密,但缺陷是学习成果单一。为了解决上述问题,首先梳理两项工程的关系,包括同为国家标准、关联因素是学习成果、学分银行是学习成果的管理制度、资历框架是学习成果的价值体现以及两项工程之间的内在联系等。资历框架与学分银行要实现协同发展,需开发基于资历框架的学分制度模式,构建共同的认证平台,完善相关法律条例,组建管理机构,完善财政投入与支持等。 The national qualifications framework and the national credit bank for vocational education are two major projects in China.Although the national qualifications framework has not made substantial progress,it has accumulated a certain foundation at the policy level and the practical level.The national credit bank for vocational education has developed a relevant information platform,which is very closely integrated with the 1+X certificate pilot work,but the disadvantage is that the learning results are single.In order to solve the above problems,first sort out the relationship between the two projects,including the same national standards,the related factors are learning outcomes,the credit bank is the management system of learning outcomes,the qualification framework is the value of learning outcomes,and the inner relationship between the two projects etc.To realize the coordinated development of the qualification framework and the credit bank,it is necessary to develop a credit system mode based on the qualification framework,build a common certification platform,improve relevant laws and regulations,establish a management organization,and improve financial investment and support.
