摘要
社区社会组织一直被视为是社会成长和发育的重要体现,其发展历程以及与各级政府的互动策略亦成为透视政社关系演变的窗口。近年来,政府购买服务的大规模实施在客观上为我国社会组织的发展提供了资源、机会和空间。然而在数量迅速增长的同时,社会组织却并未对社会发育产生显著作用,并呈现出"悬浮"社区的状态。基于南京市B街道项目制购买社会服务的实践过程,本文分析说明了社会组织"悬浮"社区形成的制度原因和组织机制。一方面,项目制购买政策环境下的社会组织具有显著"被生产"特征,政府购买服务政策落地实行的根本动力源于自上而下的行政推动,而非内生于社区共同体。另一方面,项目执行过程中的社会组织表现出"行政嵌入"特征:社区社会组织存在发展所需资源主要依赖政府服务购买,组织目标逐渐与行政目标趋于一致,其组织成员也具有"半行政化"性质。社会组织内部日益科层化而社会组织之间缺乏联结渠道,形成"蜂巢"形态。
Community social organizations have always been regarded as an important embodiment of social progress and development and its interaction strategy with governments at all levels have also been a window to perceive the evolution of government and social relations.In recent years,the large-scale implementation of government purchase services has objectively provided resources,opportunities and space for the development of Chinese social organizations.However,with the rapid growth,social organizations have not played their significant roles in social development,but rather display a status that"detach"the community.Based on the purchasing of social services of B Street project in Nanjing,the article explains the system reason and organizational mechanism behind social organization’s detach from local communities.On the one hand,social organizations under the project purchase policy environment are"passive"in its production.The fundamental driving force of the government purchase service policy comes from the top-down administrative promotion,rather than being born automatically within the community or arising from community self-organization.On the other hand,social organizations show"administrative embedding"in the project implementation process.Community social organizations whose resources for development rely on government services,and their organizational goals gradually align with administrative objectives.Activities of social organizations in the community are mostly authorized by grassroots-level government,and their members are therefore featured by being"semi administrative".Increasing stratification within social organizations and lack of connection channel between social organizations have resulted in the self isolation of such organizations.
