摘要
在公共政策的执行过程中,基层的政策变通具有明显的制度韧性。这种"变通韧性"是由于压力型体制中存在着一个对"变通"的容纳机制。从机制演化的角度上看,在政策压力与执行能力的矛盾日益突出的背景下,由于激励机制与问责机制在基层的效能弱化,压力型体制内会生成一个容纳机制以缓解政策压力,进而维持体制的持续运转。在这种容纳机制下的"变通"既是对政策压力的抵制,又是压力型体制的"减压阀",从而使基层变通执行具有强"制度韧性"。
In the process of policy implementation,policy deformation is really resilient in the grassroots’government.This kind of institutional resilience is resulted from an accommodation mechanism for policy deformation in the pressure system.From the perspective of mechanism evolution,under the background of the contradiction between policy pressure and implementation capacity,the ineffectiveness of both incentive mechanism and accountability mechanism in grassroots’government give rise to an accommodation mechanism inner press system,which would alleviate the policy pressure and keep the pressure system sustainably work.This kind of policy deformation inner accommodation mechanism is not only a resistance to policy pressure,but also a pressure relief valve to pressure system.Therefore,the institutional resilience is created in this situation.
