摘要
当前社会治理重心下移,各级党委政府不断创新乡村社区治理机制,增加对乡村振兴的资源输入,以实现乡村治理有效。但从现实来看,由于村庄各类组织尚未发挥各自应有功能,组织错位、职责不清、权威弱化,很多乡村区域的基层治理存在结构性张力,导致下沉到村庄的国家与地方公共资源遭受侵蚀,乡村振兴资源投入的治理绩效递减。破解乡村治理结构性张力的发力点和关键应从组织振兴入手,一核多元、两级架构、各归其位、各负其责,强化党组织对乡村的掌控力,重塑乡村治理秩序。
At present,the focus of social governance is constantly shifting,and the rural community governance mechanism is continuously innovated,and the input of resources for rural revitalization is increased to achieve effective governance.However,due to the fact that various organizations in the village have not performed their due functions,dislocation of organizations,unclear responsibilities,and weakened authority,there are structural tensions in the grassroots governance of many rural areas,resulting in erosion of national and local public resources that have sunk in the village,and rural revitalization resources.The key to breaking the structural tension of rural governance should start with organizational revitalization,one core and multiple,two-level structure,each in its place and in its responsibility,and reshape the rural governance order.
