摘要
本文聚焦地方政府实现治理目标的两种治理模式,重点关注常规治理和运动式治理之间的协作融合关系,以A市"创文"工作与优化营商环境工作结合推进的实践探索为案例,借鉴地方政府治理相关理论,从注意力凝聚、政治动员、运行机制赋能、组织惯性等四个维度,具体呈现地方政府如何搭乘"运动式治理便车",助推常规治理任务的实践过程,在学理上分析既有的成熟的运动式治理如何为常规治理目标增势赋能,构建了"常规"嵌入"运动"的一个解释性框架。
This paper focuses on two governance models of local government,regular governance and campaign-style governance,and pay more attention to the collaboration and integration between the two governance models.Based on the case of City A which explores the combination of"creating a national civilized city"and optimizing the business environment,this paper draws on the relevant theories of local government governance,from the four dimensions of attention cohesion,political mobilization,operational mechanism empowerment,and organizational inertia,it specifically shows how local governments can take the free ride of campaign-style governance,and boost the practice process of regular governance tasks.And it analyze theoretically how the mature campaign-style governance empowers regular governance objective.Finally,constructed an explanation framework of"Regular Governance"Embedded in the"Campaign-Style Governance".
