摘要
在过去二十年的时间里,突发公共事件应急管理合作的问题持续引起应急管理实务界和理论研究者的高度重视。然而,应急管理和合作本身的双重复杂性为管理实践和理论研究提出了大量具有挑战性的重要研究议题。本文对应急管理合作研究的英文文献进行述评,基于合作结构、过程和结果的分析思路考察应急管理合作研究的现状和发展趋势。在系统总结了从组织间关系到网络结构演变的合作结构研究、合作机制和影响因素相结合与互补的合作过程研究、从单一到多重结果指标测量的合作结果研究之后,本文进一步提出应急管理合作的政策建议和未来研究方向的建议。
Collaborations for public emergencies have been of substantive interest to public emergency managers and scholars of emergency management in the past twenty years.However,the complexity of emergency management and collaboration per se has raised a large number of challenging and important research issues for both practices and research.This paper synthesized and reviewed the studies pertaining to collaborations in emergency management which were published in the SSCI journals and provided a broad picture of research trends in terms of the structure,process and outcomes of collaborations.It showed the transition from inter-organizational relations to the network structure for collaborative structure studies,the combination and complementation of collaborative mechanism and influencing factors for collaborative process studies and the transition from a single dimension to multiple dimensions of outcome measurement for collaborative outcome studies.On the basis of literature review,this paper provided the suggestions on public policy and future research for collaborative emergency management.
