从实践语汇到学术概念:中国公共管理研究的问题意识与自主性 被引量:18

From Practical Vocabulary to Academic Concept:The Consciousness of Question and Autonomy of Chinese Public Administration Research

摘要 回到现象世界本身对于讨论中国公共管理大问题与知识生产的方法论具有重要意义。作为理解公共管理实践的"经验中介",公共管理语言的创造、理解与转化直接映射了公共管理的本体。而实践语汇和学术概念间的结构性张力造成了知识生产的困境,语言所指层面的误读或混用影响了知识增长和学科自主性的实现。中国公共管理在政治与行政关系、政府的角色定位、政府与市场关系、政府与社会关系等维度的语言所指承载了丰富的经验图景,这些经验事实的知识转化需要在确立真实问题、改造学术语言和增强普遍性关怀的进路中得以实现。中国公共管理话语的生成,恰在于塑造可以准确回应实践语汇所指的知识体系。 Returning to the phenomenal world itself is of great significance to the discussion of big questions of Public Administration in China and the methodology of knowledge production.As the"experience intermediary"to understand the practice of public administration,the creation,understanding and transformation of language in public administration directly reflect the noumenon of public administration.However,the structural tension between the practical vocabulary and the academic concept causes the dilemma of knowledge production,and the misreading or mixing of the referential level of language affects the growth of knowledge and the realization of autonomy in discipline.There is rich experience in the signified of Chinese public administration in such dimensions as the relationship between politics and administration,the role of government,the relationship between government and market,and the relationship between government and society.The knowledge transformation of these experience needs to be realized in the way of establishing real questions,reforming academic language and enhancing universal concern.The formation of Chinese public administration discourse lies in shaping the knowledge system that can accurately respond to the practical vocabulary.
