摘要
民营养老机构监管一直是养老服务领域的痛点和弱点,养老机构设立行政许可取消后,民营养老机构监管问题进一步凸显。网络化时代背景下,数字技术为民营养老机构监管提质增效提供了契机。通过对S市智慧养老综合服务监管平台的调查发现,数字监管存在制度规范未明确、监管联动落实难、监管质量应用不足的困境,突破这些困境需要从完善智能监管制度、强化协同监管体制、提升监管质量应用等方面加以妥善应对,方能真正发挥数字监管最大效用。
The supervision of non-governmental pension institutions has always been a weak point in the field of elderly care services. After the cancellation of the administrative license for non-governmental pension institutions, their supervision issue has been further highlighted. In the network era, digital technology provides an opportunity to improve the quality and efficiency of the supervision of non-governmental pension institutions. Based on the survey of the Care Home Intelligent Comprehensive Service Supervision Platform in S city, it is found that digital supervision has the dilemma of unclear regulation, difficult implementation of supervisory linkage, and insufficient application of supervisory quality. Breaking through these dilemmas requires proper response for improving the intelligent supervision system, strengthening the coordinated supervision system, and improving the application of supervision quality, so as to realize the maximum effect of digital supervision.
