摘要
完善行政区划调整标准体系,应运用法治思维、坚持宪法依据。以行政区划调整的概念、目的、原则等为基础,行政区划调整标准体系在内容上,既包括依事项而论的调整横向的幅度体系,也包括依级别而论的调整纵向的梯度体系,还包括依因素而论的调整衡量的向度体系。行政区划调整应坚持有效性、体系性、类型化、依宪性要求,以系统性法治思维在根本法意义上融入国家重大发展战略,融入国家治理现代化的体系,实现新时代在经济、政治、文化、社会等方面的特定国家目的。
To improve the standardization system on administrative division adjustment,the thinking of the rule of law should be adopted and the constitution should be adhered to as the basis.Based on the concept,purpose and the principles of administrative division adjustment,the content of its standardization system includes the adjustment of the horizontal range system in terms of matters,the adjustment of vertical gradient system in terms of levels,and adjustment of the measurementbased dimension system in terms of factors.It is necessary to stick to requirements of effectiveness,systematization,typology and constitutionality,incorporate major national development strategies and the system of modernization of national governance in the sense of the fundamental law with systematic rule-of-law thinking,and achieve the country’s specific economic,political,cultural,and social goals in the new era.
