摘要
在国家大力推进粤港澳大湾区建设过程中,湾区社会公共事务管理与社会政策的协同逐渐成为新的议题。推动湾区内部的有效沟通与协调,是未来粤港澳大湾区社会政策体系建设的基础和重要保证。从欧盟跨境治理的经验来看,越来越多的社会政策在欧盟范围内得到制定并执行,以社会发展指标为主的开放协调成为欧盟社会政策协调沟通的基本框架与依据,促使各成员国的社会政策趋同与协调,扩充了“社会欧洲”的基本内容与协调程度。欧盟的开放协调治理提高了欧盟范围内社会政策的决策效率,丰富了欧盟对其范围内公共管理问题的回应方式,促进了欧盟多层次治理的形成与发展。虽然欧盟社会政策制定建立在各主权国家的基础之上,而粤港澳大湾区各地区与城市是非主权国家,但对大湾区的社会政策协调治理仍有启示。本文提出如下对策建议:(1)建立共同的大湾区社会发展目标;(2)完善大湾区三地沟通、协商平台;(3)重视以共同目标为基准进行政策指导,进而探索大湾区社会协调治理的方向与趋势。
In the process of promoting the development of Guangdong-Hong Kong region-Macao region Grcater Bay Area(GBA),the management of socia l public affairs and social policies in the GBA have gradually become a new topic.Promoting effective communication and coordination within the GBA is the fundamental and important guarantee for the construction of social policy system in the GBA in the future.From the experience of EU cross-border governance,more and more public policies have been formulated and implemented in EU.The open coordination based on social development indicators has become the basic framework and basis for EU social policy coordination and communication,which has promoted the convergence and coordination of social policies of member states,and expanded the content and coordination degree of“Social Europe”.The EU's open and coordinated governance has improved the decision making efficiency of public policies within EU,enriched EU's response to public management issues within its scope,and promoted the formation and development of EU multi-level governance.Although EU's social policy making is based on sovereign countries,and the regions and cities of GBA are non-sovereign countries,it still has implications for the coordinated governance of social policies in the Greater Bay Area Therefore,this study has made the following suggestions:(1)establishing a common social development goal of the Greater Bay Area;(2)improving the communication and consultation platform of the Greater Bay Area;(3)paying attention to policy guidance based on the common goal,and then explore the direction and trend of social coordinated governance in the Greater Bay Area.
