摘要
高校以战略联盟的形式进行合作,在追求共同发展的前提下提高自身办学效益,是高校乃至高等教育改革与发展的有效战略举措。从国际上看,不同高校战略联盟根据各自组织定位,建立和完善相应的运行与发展机制;在合作发展这一核心价值导向下,各联盟通过资源共享、制度互鉴、协同攻关等形式开展合作,并表现出了作为高校共同体的整体效能优势,尤其是在参与社会公共事务中发挥了重要的公共价值。为了确保联盟有序运行,各高校联盟都建有系统的组织架构,并通过有效的内部治理协调成员高校间的复杂关系。高校战略联盟对于当前我国高等教育发展具有一定启示价值,即以建立高校战略联盟为形式,强化高校合作,优化高校校际关系,从而推动高等教育体系建设,为高等教育高质量发展提供结构性基础。
For a long time,it is an effective strategic measure for the reform and development of colleges and universities and even higher education to cooperate in the form of strategic alliance and expand their educational benefits under the premise of pursuing common development.From the international point of view,the strategic alliances of separate universities establish operation and development mechanisms according to their own organizational positioning.Under the guidance of the core value of cooperative development,the alliance carries out cooperation in the form of resource sharing,system mutual learning and collaborative tackling of key problems,and shows the overall efficiency advantage of the university community,especially plays an important public value in participating in social public affairs.In order to ensure the orderly operation of the alliance,each university alliance has established a systematic organizational structure and coordinated the complex relations among member universities through effective internal governance.The strategic alliance of colleges and universities has some enlightening value for the development of higher education in our country at present,that is to say,by establishing the strategic alliance of colleges and universities,strengthening the cooperation of colleges and universities,optimizing the relations between colleges and universities,so as to promote the construction of the higher education system and provide the structural foundation for the high-quality development of higher education.
