摘要
民办教育已经成为我们国家教育事业的重要组成部分。国开教育集团作为国内一个较大规模的民办教育机构也迎来了发展的最好时代,但是其内部治理中也存在一系列问题。行动者在深入基层广泛调研、与各层级人员深度访谈以及咨询相关领域专家的基础上,实施了内部治理结构优化行动、薪酬与绩效激励机制优化行动以及跨省(市)校区管理体制优化行动。实践表明,优化行动进一步理顺了集团各单位之间的关系,进一步完善了治理结构;提高了对各类优秀人才的吸引力,增强了教职员工的积极性;提升了各校区(科教园)的工作绩效,增加了外派人员的稳定性。但下一步需要思考如何进一步加强对各实体单位的业务指导,如何与当地公办教师的社保待遇接轨,以及如何进一步畅通跨省市校区基层管理人员、教职员工的信息反馈和申诉渠道等。
Private education has become an important part of our national education.As a large-scale private education institution in China,Guokai Education Group has also ushered in the best era of development,but there are also a series of problems in its internal governance.On the basis of extensive investigations at the grassroots level,in-depth interviews with people at all levels and consultation with experts in relevant fields,the executors carried out actions to optimize the internal governance structure,the compensation and performance incentive mechanism,and the management system of the inter-provincial(municipal)school districts.The practice shows that the optimization action further clarifies the relationship between the units of the group and further improves the governance structure.At the same time,it enhances the attraction to all kinds of outstanding talents and the enthusiasm of the faculty.What’s more,it improves the performance of each campus(science and education park)and increases the stability of the expatriate staff.However,in the next step,we need to think about how to further strengthen the business guidance for each entity,how to integrate with the social security treatment of local public teachers,and how to facilitate the information feedback and appeal channels of grassroots administrators and faculty in cross-provincial campuses.
