摘要
通过分析“双碳”经济背景下我国磷矿资源储量分布及磷化工产业布局,研究全球及中国磷矿消费结构、磷矿石供需形势,结合“双碳”经济对磷矿资源保障的影响与冲击,分析了我国磷矿资源安全保障面临的新挑战,提出了加大磷矿石出口限制力度、加大磷矿及共(伴)生矿产资源的综合开发利用、加大磷矿找矿投入稳定增长、加大对涉磷矿企业的监督力度、加大绿色矿山建设力度、提高磷石膏综合利用率、严格限制磷化工企业准入、促进磷化工产业低碳绿色发展、提高行业能效水平、提档升级磷化工产业链等十个方面的对策,以确保我国在“双碳”经济背景下的磷矿资源安全保障。
By analyzing the distribution of phosphate ore reserves and the layout of the phosphate chemical industry in China under the background of the“dual carbon”economy,this paper investigates the global and Chinese phosphate ore consumption structure,the supply and demand situation of phosphate ore,and combines the influence and impact of the“dual carbon”economy on phosphate ore resource security.The new challenges faced by China’s phosphate ore resource security are analyzed,and it is proposed to increase the export restrictions on phosphate ore,increase the comprehensive development and utilization of phosphate ore and co-(associated)mineral resources,increase the stable growth of phosphate ore exploration investment,strengthen supervision of phosphate ore enterprises,increase the construction of green mines,improve the comprehensive utilization rate of phosphogypsum,strictly restrict the access of phosphate chemical enterprises,promote low-carbon and green development of the phosphate chemical industry,improve the energy efficiency level of the industry,upgrade the phosphorus chemical industry chain.Ten countermeasures are proposed to ensure the security of phosphate ore resources in China’s response to the“dual carbon”economic background.
