摘要
随着科技和经济的发展,国家科技计划项目评审过程中产生大量碎片化的数据,大数据技术可以充分利用这些数据完善创新国家科技计划项目评审。围绕基于大数据技术的国家科技计划项目评审,总结国内外大数据应用于项目管理的现状,分析目前国家科技计划项目评审存在的问题,结合大数据技术提出国家科技计划项目评审的完善方式,包括建设科技资源共享平台,解决项目受理问题,健全评审专家画像与推荐机制,完善项目负责人及项目团队的评价体系,重视科研诚信监控。构建基于大数据技术的国家科技计划项目评审体系,辅助国家科技计划项目评审立项决策,加快实现建设世界科技强国的目标。
With the development of science,technology and economy,a large amount of fragmented data is generated during the evaluation process of the National Science and Technology Plan(NSTP)projects.Big data technology can be used to make full use of these data to improve and innovate the evaluation process of NSTP projects.The NSTP projects based on the big data technology are reviewed;the status of the application of big data on project management from domestic and abroad are summarized;the existing problems in the current evaluation process of NSTP projects are analyzed;and a new mechanism to improve and perfect the NSTP evaluation process by combining big data technology is proposed,which includes the construction of a scientific and technological resource sharing platform,the solution of the project acceptance problem,the improvement of the portrait and recommendation mechanism of evaluation experts,the improvement of the evaluation system of the project leader and the project team,and the emphasis on supervising the scientific research integrity.The paper builds a NSTP project evaluation system based on big data technology to assist the NSTP project evaluation and approval decision-making,and accelerate the realization of the goal of building a world scientific and technological power.
