Technology Empowerment:A Logical Way for Digital Twins to Enhance Urban Resilience——Based on the“Scenario-Process”Analysis Framework

摘要 本文在总结数字孪生和技术赋能提升城市韧性相关研究成果基础上,构建了“情景—过程”分析框架,从情景和过程两个维度分析数字孪生提升城市韧性的逻辑理路。在情景维度数字孪生嵌入城市治理后,以情景地图为基础、情景分析为手段、认知突破为方法论,实现城市风险应对的效能提升;在过程维度,数字孪生嵌入城市治理后,助力监测预警更加全面准确,全面提升风险预警能力,推动精准决策范式转变,实现风险应对动态响应,辅助危机学习,赋能贯穿城市风险应对全过程,实现城市风险的过程整合。情景与过程的交互融合,提升了城市风险治理的稳健性、冗余性、自组织性、适应性、智慧性和协同性,提升了城市风险应对的转型力、调适力、应对力、坚持力、恢复力、吸收力、预测力和学习力,从而提升了城市韧性。 On the basis of summarizing the research on digital twins and technology empowerment to enhance urban resilience,this article constructs a“Scenario-Process”analysis framework,analyzing the logical path of digital twins to enhance urban resilience from two dimensions:scenario and process.In the scenario dimension,after embedding digital twins into urban governance,based on scenario maps,scenario analysis is used as a means.And cognitive breakthroughs are used as methodologies to enhance the effectiveness of urban risk response.In the process dimension,the embedding of digital twins into urban governance helps to make monitoring and warning more accuratey,comprehensively improve risk warning capabilities,promote the transformation of precise decision-making paradigms,achieve dynamic reply to risk response,assist in crisis learning,empower the entire process of urban risk response,and achieve the integration of urban risk processes.The interaction and integration of“Scenarios”and“Processes”have enhanced the robustness,redundancy,self organization,adaptability,intelligence,and synergy of urban risk governance,as well as the transformation,adaptation,response,persistence,resilience,absorption,prediction,and learning abilities of urban risk response,thereby enhancing urban resilience.
