摘要
社区韧性治理是新时代基层治理高质量发展的基本取向,是增强社区应急治理效能的重要依托。社区生命线是美国社区应急管理模式的创新,体现了美国增强社区韧性治理能力的新理念。本文通过介绍美国社区生命线的概念,分析由生命线驱动的应急管理过程,结合我国国情和美国社区生命线实践经验,提出从预防准备阶段夯实应急基础设施保障、应急响应阶段提升社区应急效率、恢复巩固阶段关注持久韧性、融合政策支持与实践指导、数字技术赋能社区韧性治理和运用制度优势凝聚应急力量六个方面增强我国社区韧性治理能力的启示,为完善我国社区韧性治理提供借鉴。
Community resilience governance is the basic orientation of high-quality development of grass-roots governance in the new era,and it is an important support for enhancing the effectiveness of community emergency governance.Community lifeline is an innovation in the community emergency management model of the United States,and also reflects the new concept of strengthening the resilience of community governance.By introducing the concept of American community lifeline,analyzing the emergency management process driven by lifeline,combining our national conditions and the practical experience of American community lifeline,the paper proposes five enlightenments to enhance the resilience of Chinese communities from the following aspects:consolidating emergency infrastructure support in the prevention and preparation stage,improving the efficiency of community emergency response stage,focusing on durable resilience in the recovery and consolidation stage,integrating policy support and practical guidance,empowering community resilience governance with digital technology,and using institutional advantages to gather emergency forces,in order to provide reference for improving the resilience of Chinese community governance.
