摘要
加强自然灾害应急管理体系和能力建设是坚持人民至上、生命至上的重要体现,是国家治理体系和治理能力的重要方面,是把统筹发展和安全落到实处的重要内容,关系着社会经济高质量发展的推进,关乎着人民美好生活的实现。本文通过梳理近五年来全国自然灾害情况,复盘S县“7·8”山体滑坡事件,围绕“事前、事中、事后”方面进行全流程盘点、评估分析,总结自然灾害应急管理工作的有效经验,以期对于提高自然灾害预案预警响应和应急处置能力具有积极作用,推动应急管理体系和能力现代化建设提供智力参考。
Strengthening the emergency management system and capacity building of natural disaster is an important embodiment of Adherence to the people first and life first,an important aspect of China's system and capacity for governance,an important content of implementing overall development and safety,and is related to the promotion of high-quality social and economic development,and the realization of a better life for the people.By sorting out the national natural disaster situation in the past five years,and reviewing the“July 8”landslide event in S County,this paper carries out the whole process inventory,assessment and analysis around the“before,during and after”aspects,and summarizes the effective experience of natural disaster emergency management,with a view to playing a positive role in improving the early warning response and emergency response capacity of natural disaster plans,and promoting the modernization of emergency management system and capacity to provide intellectual reference.
