摘要
新安全格局之新具有双重参照,一是新时代以来相对于之前国家安全格局的全面创建;二是迈入新时代新征程以来相对于之前近十年新安全格局的加速构建,通常可以将新安全格局之新理解为两者的叠加。新安全格局之新综合体现在新定位、新判断、新部署和新思想上,其基本框架由中国特色国家安全道路、逐步健全的现代国家安全体系、不断增强的现代化国家安全能力等三个维度所构成。辨析新安全格局与新发展格局的关系,新安全格局并非应新发展格局而提出并构建,构建新发展格局本身包含安全考量,在统筹高水平与高质量发展的动态平衡时应尽力避免极端化。
The New Security Pattern has a double reference,one is the comprehensive creation of the national security pattern since the New Era compared with the previous one,and the other is the accelerated construction of the New Security Pattern since entering the New Era and New journey compared with the previous nearly ten years,and the New Security Pattern can usually be understood as the superposition of the two.The third reference regards the New Security Pattern as being proposed and constructed in accordance with the specific needs of the New Development Pattern,which is the misunderstanding that needs to be overcome.The New Security Pattern is comprehensively embodied in new positioning,new judgment,new deployment and new thinking,and its basic framework is composed of a national security path with Chinese characteristics,a sound modern national security system,and a constantly enhanced modern national security capability.The construction of a new development pattern itself includes security considerations,and we should try our best to avoid extremism when coordinating the dynamic balance between high-level and high-quality development.
