摘要
社会应急救援力量是新时代我国应急救援体系中独树一帜的新生社会力量,具有灵活机动、资源丰富、靠近一线、响应迅速等独特优势和发展速度快、参与热情高、活动范围广、服务领域宽、救援能力强等突出特点,在灾害应急事件中发挥着其他救援力量难以替代的重要作用,是中国特色应急救援体系的重要组成部分和综合性国家救援力量的有效补充。在中国特色应急管理事业发展进程中,要进一步加强政府协同,有效创新应急管理体制机制,以更加科学规范的方式引导社会应急救援力量健康有序发展,进一步提高社会应急救援力量整体能力和综合水平,以更好满足人民群众对包括安全在内的美好生活需要。
The community-level emergency rescue force is a unique emerging social force in China’s emergency rescue system in the new era.It has unique advantages such as flexibility,abundant resources,proximity to the front line,rapid response,and outstanding characteristics such as fast development speed,high participation enthusiasm,wide range of activities,wide service fields,and strong rescue ability.It plays an important role that can hardly be replaced by other rescue forces in disaster emergency.It is an important part of the emergency rescue system with Chinese characteristics and an effective supplement to the comprehensive national rescue forces.In the process of emergency management career with Chinese characteristics and the government to strengthen the coordination and effective emergency management system and mechanism innovation,in a more scientific and standardized way to guide the healthy and orderly development of grassroots social relief forces,further improve the ability and the comprehensive level grassroots social relief forces,in order to better satisfy the masses of the people to need,including safety,a better life.
