摘要
社会力量已成为参与应急管理的重要主体,如何促进社会力量有序、有力、有效地参与并助益应急管理事业发展是兼具学术和实践价值的重要命题。本文从制度环境、治理格局、实践发展等三方面回顾了“十三五”时期社会力量参与应急管理的特征。基于公共危机协同治理的理论视角,结合最新发布的《“十四五”国家应急体系规划》,从治理结构、治理内容、治理工具等方面分析了社会力量参与应急管理的新机遇。最后立足应急管理的全过程均衡视角,从防灾减灾、应急响应和恢复重建等不同阶段提出了社会力量参与应急管理的路径切口,以期为“十四五”期间社会力量在应急管理领域的高质量发展提供参考。
Social forces have become important components participating in emergency management.How to promote social engagement in emergency management has become a significant issue for practitioners and researchers.This article illustrates characteristics of social forces’participation in emergency management during the 13th Five-Year Plan period.Then from the perspective of collaborative governance theory,this paper analyzes the new opportunities for social forces in emergency management based on the Plan for Building the National Emergency Response System during the 14th Five-Year Plan Period,in the aspects of governing structure,fields and instruments.Finally,this paper proposes possible paths for social forces to participate in emergency management in different stages of disaster management,such as prevention,response and recovery.
