摘要
在百年变局的影响下,不同地区出现新的变局。中东地区的新变局表现为大国的战略调整与影响力对比的变化、地区竞争与合作的复杂化以及能源转型等问题带来的地区治理新挑战。新的变局促使俄罗斯调整中东战略。俄罗斯中东战略的延续性表现为力求保持在中东地区的影响力,而非取代美国,注重发挥中东地区作为其战略联通节点的功能。俄罗斯对中东战略的调整表现为不再将中东地区视为与西方博弈的主攻方向,而是借中东问题与西方保持对话渠道;将中东地区定位为关注重点而不是关键核心,拓展与中东国家的合作领域;开展多元平衡外交,有重点非均衡地发展与中东国家的关系。俄罗斯中东战略的延续与调整将对其在中东地区的地位和地区形势造成多重影响。中俄两国在中东地区具有许多共同目标,可以加强战略协作。
Under the influence of changes unseen in a century,new changes have appeared in different regions.The new changes in the Middle East are manifested in the adjustment of the great powers’strategy and changes in the comparison of influences,the complication of regional competition and cooperation,and the emergence of new issues in regional governance such as energy transition.The new changes in the Middle East have prompted countries to adjust their Middle East strategies.The continuity of Russia’s Middle East strategy is to maintain its influence in the Middle East rather than seek to replace the United States,to focus on playing the function of the Middle East as connecting nodes.The adjustment of Russia’s Middle East strategy is it no longer regards Middle East as priority targets but maintain dialogue with the West around the Middle East issue and expands the fields of cooperation with Middle East countries and defines Middle East as important issues but not crucial one.While Russia adopts a diversified and balanced diplomatic strategy and develops relations with Middle Eastern countries in a focused rather than completely balanced manner.The continuation and adjustment of Russia’s Middle East strategy will have multiple impacts on its regional position and regional situation in the Middle East.China and Russia share many common goals in the Middle East and can strengthen strategic coordination.
