摘要
县域自主性是指县域政府为了实现特定治理目标而拥有的行动空间及所采取的相应行为,包括县域政府的自主决策权、政策转化权、资源整合权和能动性四个要素。从乡村振兴的基本单元、核心内容、治理主体、资源配置和政策落地等方面看,完全需要以充分发挥县域自主性为保障。在当前乡村振兴过程中,上级党委政府和"条条管理"部门干预过多,导致县域政府自主性不足,体现为县域政府自主决策权、政策转化权、资源整合权和能动性等方面的弱化。县域政府自主性弱化,使其难以根据县域社会实际开展乡村振兴。如何赋予县域政府充分的自主性,事关乡村振兴战略目标的实现。未来在乡村振兴过程中,应该赋予县域政府更为充分的自主决策权、政策转化权、资源整合权,充分激发其能动性。
County autonomy refers to the action space and corresponding actions taken by county governments to achieve specific governance goals.It consists of county government’s autonomous power for decision-making,policy transformation,resource integration power and its initiative.In terms of the basic unit,core content,governance subject,resource allocation and policy implementation in the process of rural revitalization,it is necessary to guarantee the full play of county autonomy.In the current process of rural revitalization,excessive intervention by higher-level governments and departments has led to a lack of county government’s autonomy,and has weakened the county government’s autonomy in decision-making,policy transformation,resource integration,and initiative.This has made it difficult to carry out rural revitalization based on the actual social conditions of the county.How to give the county government sufficient autonomy is related to the realization of the rural revitalization strategy.In the future,in the process of rural revitalization,county governments should be given more autonomy in decision-making,policy transformation,and resource integration to fully stimulate their initiative.
