摘要
脱贫攻坚与乡村振兴是党和国家关于"三农"问题的战略部署,两者的有机衔接对我国贫困治理、乡村经济发展和社会治理具有重要现实意义。从基础逻辑看,脱贫攻坚与乡村振兴目标统一、时间接续、空间耦合、内容共融、主体一致,呈现互涵式关系。从实现路径看,脱贫攻坚与乡村振兴应在国家战略的宏观层面和乡村发展的微观层面做好任务目标的衔接,为衔接工作提供目标指引;做好参与、合作、资源配置、激励约束机制的衔接;在产业发展、空间结构优化、生态建设、基础设施建设、公共服务建设等方面做好政策内容衔接,强化乡村可持续发展的内生动力,巩固脱贫成果,推动脱贫攻坚与乡村振兴的有机衔接。
Poverty alleviation and rural revitalization are both the Party’s and the state’s strategic deployment on the"three rural"issues.The organic connection of the two strategies has great practical significance for China’s poverty governance,rural economic development and social governance.In terms of the basic logic,the two strategies present a mutual-contained relationship with the unity of goals,continuity of time,coupling of space,inclusiveness of contents,and consistency of subjects.In terms of the realization path,the two strategies should connect the tasks and objectives at the macro level of the national strategy and the micro level of rural development,and provide target guidance for the connection work.The mechanism connection should be done well in terms of the participation,cooperation,resource allocation,and incentives and constraints.The connection of policy contents should be done well in terms of industrial development,spatial structure optimization,ecological construction,infrastructure construction,public service construction,etc.so as to strengthen the endogenous power of sustainable rural development,consolidate the achievements of poverty alleviation,and promote the organic connection of poverty alleviation and rural revitalization.
