摘要
大数据、云计算与人工智能等数字技术被广泛应用于公共治理领域,并持续推动政府数字化变革。与此同时,新技术环境下公共数据治理中的隐私风险正日益加剧,如何有效应对多种隐私风险亟须被关注和探讨。为此,本文在对现有文献与实践梳理的基础上,构建了基于“认知-技术-治理”三重维度的公共数据隐私风险应对框架,并重点阐释三者的内容蕴含与关系互动,以期为实现公共数据价值与个体隐私保护之间的有效平衡提供启发与思考。
Digital technologies such as Big data,Cloud Services,and Artificial Intelligence are widely used in the field of public governance,and continue to promote the digital transformation of the government.At the same time,privacy risks in the governance of public data are increasing in the new technology environment,thus how to effectively address multiple privacy risks urgently needs attention and discussion.Therefore,drawing on existing literature and practice,this study constructs a comprehensive framework for managing privacy risks in public data,which is built on three critical dimensions:cognition,technology and governance.This study delves into the implications and interactions among these dimensions,seeking to provide actionable insights for achieving a balanced approach to maximizing public data''s value while safeguarding individual privacy.
