摘要
干部驻村制度是中国共产党自成立以来服务“三农”工作的优良传统和重要经验,也是全面推进乡村振兴战略中的一项常态化制度安排。依据对河北省X镇D村的田野调查发现,驻村干部在提升乡村治理水平、带动农民增收、巩固脱贫攻坚成果等方面都发挥了重要作用,但在实践中也存在管理较为松散、帮扶成效差异化、村干部积极性调动不足等问题。针对这些问题,提出重塑驻村干部的职能定位、完善驻村干部的管理机制、形成合理的帮扶资源配置结构等政策建议。
The system of resident cadres in villages is a fine tradition and important experience of the CPC in serving"agriculture,rural areas and farmers"since its founding.It is also a regular institutional arrangement in the comprehensive rural revitalization strategy.Based on the field investigation of D Village,X Town,Hebei Province,it is found that village cadres have played an important role in improving the level of rural governance,promoting farmers'income growth and consolidating the achievements of poverty alleviation.However,there are also some problems in practice,such as weak management,differentiated assistance effect,and insufficient motivation of village cadres.In view of these problems,this paper puts forward some policy suggestions,such as reconstructing the function orientation of resident village cadres,improving the management mechanism of resident village cadres and forming a reasonable allocation structure of assistance resources.
