摘要
城乡融合发展对破解新时代社会主要矛盾、促进经济发展具有重要意义。改革开放以来,我国城乡融合发展取得显著成效,表现为乡村居民收入消费水平逐步提升、乡村物质与文化建设水平稳步提高和城乡融合统筹支持力量逐渐加强等;但在城乡融合理念、城乡生产要素流动性、科学规划落实、公共资源配置和乡村人员参与度等方面仍有强化和提升空间。对此,应通过坚持城乡等值原则,树立城乡融合发展新理念;推动生产要素流动,为城乡融合注入全新活力;重视发展规划设计,激发城乡融合发展外动力;均衡公共资源配置,全面打造城乡发展共同体;畅通农民参与渠道,构建一体化农业生产体系等策略,进一步深入推进我国城乡融合发展。
The integrated development of urban and rural areas is of great significance to solve the main social contradictions in the New Era and promote economic development.Since the reform and opening up,China's urban-rural integration has made remarkable achievements,such as the gradual increase of rural residents'income and consumption level,the steady improvement of rural material and cultural construction level,and the gradual strengthening of urban-rural integration overall support force.However,there is still space for strengthening and improving the concept of urban-rural integration,the mobility of urban and rural production factors,the implementation of scientific planning,the allocation of public resources and the participation of rural personnel.In this regard,a new idea of urban-rural integration development should be established by adhering to the principle of equal value between urban and rural areas,promoting the flow of production factors to inject new vitality into urban and rural integration,attaching importance to the development planning and design to stimulate the external driving force of urban-rural integration,balancing the allocation of public resources to build a comprehensive community of urban and rural development,unblocking the channels for farmers to participate and building an integrated agricultural production system and other strategies to further promote the integration of urban and rural areas in China.
