摘要
在农业供给侧结构性改革的背景下,运用偏离份额法(Shift-Share),以增长份额分量、结构偏离分量和竞争力偏离分量三个指标衡量辽宁省主要农作物的竞争力,分析结果表明,辽宁省农作物生产结构已经发生转变,经济作物的播种面积在逐年上升。从总体情况看,辽宁省不同农作物的竞争力差异较大,水稻和马铃薯的竞争力较强。从区域分布看,选取的样本地区竞争力差异较大,沈阳市、大连市和丹东市的种植业结构优于辽宁省总体种植业结构,沈阳市、丹东市和朝阳市相对于整个辽宁省更具有产值增长能力。辽宁省农作物产业竞争力应该坚持以市场为导向,创新种植业结构调整产业新思路;优化农作物种植的区域布局,提升产业链条的整体竞争力;推进农业产业结构转型升级,促进一二三产业融合发展;坚持市场化改革,完善农业生产补贴和价格支持政策。
Under the background of agricultural supply-side structural reform,useing the Shift-Share method,this study measured the competitiveness of main crops in Liaoning Province with three component indicators:growth share,structural deviation and competitiveness deviation.The results of analysis indicate that the crop planting structure in Liaoning Province has changed,and the planting area of economic crop is increasing year by year.Overall,the competitiveness of different crops in Liaoning Province is quite different,and the competitiveness of rice and potato is ralatively stronger.From the perspective of regional districution,the competitiveness of the selected sample sites is quite different.The planting structure of Shenyang,Dalian and Dandong city is better than that other parts of Liaoning Province;Shenyang,Dandong and Chaoyang are more capable of increasing output value than other parts of Liaoning Province.The following countermeasures and suggestions are put forward:adhere to market orientation and innovating structural adjustment strategy;enhance industrial competitiveness and optimize the regional distribution of crops;promote the transformation and upgrading of agricultural industrial structure and extend the industrial chain;adhere to market-oriented reform and perfect the agricultural subsidy and support policy system.
