摘要
清华大学实验室管理处在国家"放管服"的大背景下,针对预算金额为10万元~50万元之间的仪器设备分散采购项目,启用了"网上比选"采购系统。该采购系统以信息化平台为工具,以引入市场竞争机制为策略,赋予了科研人员充分的自主选择权,提高了采购节资率,推进了采购信息公开,加强了内部风险控制和社会监督,促进了本校仪器设备采购提质增效。
Under the background of the national"Decentralization,management and service",the Office of Laboratory Management at Tsinghua University has initiated the"Online comparison and selection"procurement system for the decentralized procurement projects of instruments and equipment with a budget from 100000 yuan to 500000 yuan.This procurement system takes the information platform as the tool,introduces the market competition mechanism as the strategy,endows the scientific research personnel with full independent choice,improves the capital saving rate,promotes the procurement information disclosure,strengthens the internal risk control and social supervision and promotes the quality and efficiency of the university’s instrument and equipment procurement.
