摘要
习近平治权理论作为习近平法治思想中的重要内容,具有丰富的理论内涵与价值意义。在全面推进依法治国的进程中所形成的习近平治权理论,不仅强调将权力关进制度的笼子、坚持权力为人民所用、权力运行结果令人民满意的权力设定目标的规范以及党的领导、依法治权、体系性优化的权力运行规范,还特别突出中国共产党作为执政党和领导党担当起有权必有责、打铁自身硬的责任,并致力于通过民主集中制、党和国家监督体系、抓住“关键少数”这三条路径实现治权上的自我革命。作为内涵丰富、逻辑严密、观点前瞻的理论体系,习近平法治思想中的治权理论丰富了权力制约监督理论范式,有力指引了中国治权制度体系的完善、促进了新时代党和国家监督体系的实践与反腐败斗争的深入开展。
As an important content of Xi Jinping's Thought of Rule of Law,Xi Jinping's Theory of Governing Power has rich theoretical connotation and value significance.Xi Jinping's Theory of Governing Power formed in the process of comprehensively promoting the rule of law,not only emphasizes the norms of power setting goal that put power in the cage of the system,power is used by the people and the results of power operation are satisfactory to the people,as well as the norms of power operation that the CPC's leadership,govern power according to law and optimize institutions systematically,but also highlights that the CPC,as the ruling Party and the leading Party,bears the responsibility that every power has its responsibility and it takes a good blacksmith to make good steel,and is committed to achieving self-revolution in governing power through democratic centralism,Party and state oversight systems,and grasping the"key minority".As a theoretical system with rich connotation,strict logic and forward-looking views,Xi Jinping's Theory of Governing Power has enriched the theoretical paradigm of power restriction and supervision,effectively guided the improvement of China's governance system,and promoted the practice of Party and state oversight systems in the new era and the deepening of the fight against corruption.
