摘要
政府职责动态配置问题在机构和行政体制改革实践及学术研究领域日益突显。改革开放以来,我国先后开展了八次规模浩大、积极推进的政府机构改革,涉及组织转型、职能转型、治理转型等重要议题,更使政府职责动态配置有了前所未有的现实紧迫性。作为国家治理关系的形塑,政府职责动态配置状况同时创生着转变政府职能的绩效与政府机构改革的绩效,事关深化机构与行政体制改革全局。动态配置政府职责,是实现政府职能转变的组织保障,是提高政府机构效能的重要抓手,是完善治理体系、提升治理能力,完善市场经济体制的重要途径,必须遵循政府职能转变及政府机构改革的内在逻辑,从横向均衡与纵向融合两个层面满足政府机构和行政体制改革实践的需求,以多元协同与效能提升相统一为切入点,探讨政府职责动态配置的可行路径。这种内在逻辑与可行路径的寻绎与发挥,将为深化、拓展政府职责动态配置研究提供助力,彰显其学术与现实的意义。
The issue of dynamic allocation of government responsibilities has become increasingly prominent in the field of institutional and administrative system reform practices and academic research.Since the reform and opening up,my country has successively carried out eight large-scale and rapid reforms of government institutions,involving important topics such as organizational transformation,func-tional transformation,and governance transformation.This has brought unprecedented urgency to the dynamic allocation of government re-sponsibilities.As the shaping of the relationship between national governance,the dynamic allocation of government responsibilities simul-taneously creates the performance of transforming government functions and the performance of government institutional reforms,which are related to the overall reform of institutions and administrative systems.The dynamic allocation of government responsibilities is an organiza-tional guarantee for the transformation of government functions,an important starting point for improving the effectiveness of government in-stitutions,and an important way to improve the governance system,enhance governance capabilities,and improve the market economy sys-tem.It must follow the transformation of government functions and the reform of government institutions The internal logic of the government meets the needs of government institutions and administrative system reform practices from two levels of horizontal balance and vertical in-tegration,and explores the feasible path for the dynamic allocation of government responsibilities from the integration of multiple synergy and efficiency improvement as the starting point.This kind of internal logic and feasible paths will help to deepen and expand the research on the dynamic allocation of government responsibilities,highlighting its academic and practical significance.
