摘要
在实现全面建成小康社会和完成现阶段脱贫攻坚任务后,建立解决相对贫困问题的长效机制成为下一步我国贫困治理的重要任务。为此,应该认真研究社会救助如何在相对贫困治理中发挥有效作用。本文认为,社会救助制度在未来的相对贫困治理中可以并应该发挥重要的作用。相对贫困治理任务对社会救助制度有多方面新的要求,而我国现行社会救助制度还有许多不适应相对贫困治理要求的制度因素,因此需要进一步改革。本文分析了社会救助在相对贫困治理中发挥作用的目标,提出未来相对贫困治理应该采用"大社会救助"模式,进而探讨我国社会救助制度改革的总体要求,并剖析相对贫困治理目标下我国社会救助制度在若干重点领域的改革思路。
After achieving the goal of building a moderately prosperous society in all respects and completing the task of fighting poverty at this stage,establishing a long-term mechanism to address relative poverty has become an important task in China.Against this backdrop,it is necessary to study how social assistance can play an effective role in the governance of relative poverty.This article holds that social assistance can and should play an important role in the governance of relative poverty in future.However,China’s current social assistance system still has some institutional shortcomings that do not adapt to the good governance of relative poverty,so further reform is needed.This paper analyzes the goals of social assistance in the governance of relative poverty,proposes a big social assistance"model,discusses the overall requirements of China s social assistance reform,and finally analyzes reform measures in some key areas of social assistance under the overall goal of relative poverty governance.
