摘要
在教育公平的背景下,我国现阶段推行城乡一体的义务教育师资供给政策,在我国农村义务教育师资条件得到改善的同时,编制政策在我国农村小规模学校陷入“超编缺人”的窘境。面对当前师资编制政策在我国农村义务教育小规模学校的失灵,需审视以下三个问题:其一,农村小规模学校的存在的现实意义;其二,现有义务教育师资编制政策的合理性;其三,现有师资编制政策在农村小规模学校失灵原因。基于上述问题思考,提出以下破解之策:以新农村建设为契机,整合农村小规模学校(教学点),提高师资资源效率;以课堂教学创新为突破口,利用网络资源,化解农村小规模学校师资在课堂教学方面的不足;以师资培养模式为着力点,培养综合类师资,为农村小规模学校师资供能寻求新的出路。
Under the background of education equity,the compulsory education teacher ration policy of urban and rural integration carried out in China at the present stage has greatly improved the conditions of compulsory education teachers in China's rural areas,but at the same time,China's rural small-scale schools have fallen into the dilemma of"overstaffing and lack of teachers".In the face of the failure of the current teacher staffing policy in rural small-scale schools,we need to examine the following three issues:first,the existence value of rural small-scale schools;Second,the rationality of the existing compulsory education teacher staffing policy;Third,the existing teacher staffing policy in rural small-scale schools why failure.Based on the above problems,the following solutions are proposed:taking the new rural construction as an opportunity,integrating rural small-scale schools(teaching points)to improve the efficiency of teacher resources;Taking classroom teaching innovation as the breakthrough,using network resources to solve the shortage of teachers in rural small-scale schools in classroom teaching;Taking the teacher training mode as the focus,cultivating comprehensive teachers,seeking a new way for the supply side of teachers in rural small-scale schools.
