摘要
【目的/意义】从组态视角探析政府数据开放中个人隐私保护的影响机制,有助于拓展个人隐私保护的全局性理论阐释,为政府数据开放实践提供参考。【方法/过程】基于TOE框架并结合隐私计算理论构建技术、组织、环境、个人四个维度的政府数据开放个人隐私保护多层次分析框架,利用模糊集定性比较法分析多种影响因素组合对个人隐私保护的影响。【结果/结论】揭示政府数据开放中个人隐私保护的5种影响因素组合构型,深入剖析各影响因素与隐私保护间的协同联动机制,为落实个人隐私保护相关工作提出建议。【创新/局限】将模糊集定性比较法应用于政府数据开放个人隐私保护研究,在研究问题和研究思路方面具有一定的创新,后续研究可考虑纳入更多影响因素进行权重分析。
【Purpose/significance】To analyze the influencing mechanism of personal privacy protection in government data opening from the perspective of configuration is helpful to expand the overall theoretical interpretation of personal privacy protection and provide reference for the practice of government data opening.【Method/process】Based on TOE framework and combined with privacy computing theory, a multi-level analysis framework of personal privacy protection of government data opening from four dimensions of technology, organization, environment and individual was constructed. Fuzzy set qualitative comparison method was used to analyze the influence of multiple factors combination on personal privacy protection.【Result/conclusion】This paper reveals the combination configuration of five influencing factors of personal privacy protection in government data opening, deeply analyzes the synergy mechanism between each influencing factor and privacy protection, and puts forward suggestions for the implementation of personal privacy protection related work.【Innovation/limitation】The application of fuzzy set qualitative comparison method to the research on privacy protection of government data opening has some innovation in terms of research questions and ideas, and more influential factors can be considered for weight analysis in subsequent research.
