法律:网络信息技术变革与创新的引航者

摘要 从马力到蒸汽机,从陆地到海道,从铁路到航空,从电报到互联网,每一次科技革命都推动了人类文明的进步。在“规训”技术的进程中,法律发挥出创造性的功能。实际上,法律和技术处于相互对抗又相互砥砺的进程之中。尽管技术变革可能产生了赢家和输家,但总体而言,技术创新提高了人类社会的生产能力和生活水平。为此,我们一方面应积极看待网络信息技术的发展;但另一方面,更重要的是,各国应携手打造网络空间命运共同体,抓住机遇,应对挑战。
