摘要
基于2003—2016年中国西部地区12省(区)86个地级市样本,讨论了人力资本和技术创新对西部环境污染的影响特征,并对影响的作用机制进行了检验。结果表明:人力资本和技术创新对西部地区环境污染的影响具有协同效应,即技术创新对环境污染的影响受人力资本的影响,反之亦然;而中介机制分析表明,"产业结构溢出效应""外资溢出效应"和"财政溢出效应"形成了西部地区人力资本和技术创新影响环境污染的重要传导机制。据此,西部地区可在持续强化有效人力资本积累和适应性技术创新的基础上,充分优化并有效升级产业结构、持续吸收高质量的外资以及提高财政支出效率,以此强化西部地区的可持续发展。
Based on a sample of 86 prefecture-level cities in 12 provinces and regions in western China from 2003 to 2016,the characteristics of the impact of human capital and technological innovation on environmental pollution in the western region were discussed,and the mechanism of the impact was tested.The results show that:human capital and technological innovation have a synergistic effect on environmental pollution in the western region,that is,the influence of technological innovation on environmental pollution is affected by human capital,and vice versa.The analysis of the intermediary mechanism shows that the"industrial structure spillover effect","foreign capital spillover effect"and"fiscal spillover effect"form an important transmission mechanism for human capital and technological innovation in the western region to affect environmental pollution.Based on this,the western region can continue to strengthen effective human capital accumulation and adaptive technological innovation,fully optimize and effectively upgrade the industrial structure,continue to absorb high-quality foreign investment,and improve the efficiency of fiscal expenditures to strengthen the sustainable development of the western region.
