摘要
习近平2023年1月提出“对标高标准国际贸易和投资通行规则,稳步扩大规则、规制、管理、标准等制度型开放,增强在国际大循环中的话语权”,为新形势下中国的制度型开放提供了根本遵循。按照新发展格局下中国制度型开放的新目标,即以制度型开放积极参与全球经济治理制度创新,新形势下中国的制度型开放主要通过以下三条路径展开:主动对接国际经贸规则、积极引领国际经贸规则以及向共建全球治理新规则拓展。同时,新发展格局下中国的制度型开放也具有新的内涵,中国必须通过“内循环”与“外循环”的相互促进,共同推动制度型开放的发展。为此,新发展格局下中国以制度型开放参与全球经济治理制度创新的主要构想包括:以体制机制创新增强“双循环”的推动力、以“双循环”协同发展助推建设更高水平开放型经济新体制、以自由贸易试验区(港)探索改革开放的“中国道路”、统筹“双循环”下开放发展与经济安全的战略协同。
In January 2023,Xi Jinping proposed to“align with high standards for international trade and investment rules,steadily expand institutional opening-up such as rules,regulations,management,and standards,and enhance the voice in the international cycle”,which provides fundamental guidance for China’s institutional opening up under the new situation.In accordance with China’s new goal of institutional opening-up under the new development pattern,China’s institutional opening-up mainly unfolds through the following three paths:proactively aligning with international economic and trade rules,and actively leading international economic and trade rules and expanding new rules for jointly building global governance.At the same time,China’s institutional opening-up also has new connotations under the new development pattern.China must jointly promote the development of institutional opening-up through the mutual promotion of“internal circulation”and“external circulation”.To this end,this article proposes that China participates in institutional innovation of global economic governance through institutional opening-up.The main ideas for this involve using institutional and mechanism innovation to enhance the driving force of“dual circulation”,and using“dual circulation”coordinated development to promote the construction of higher level open economy,using free trade pilot zones(port)to explore the“Chinese path”of reform and opening up,and coordinating the strategic synergy between open development and economic security under the“dual cycle”.
