摘要
提高科学研究效率对于促进区域高质量发展具有重要意义。为了探明长三角区域高校人文社科科研效率,采用非径向数据包络分析(DEA)超效率模型测量技术效率及区域差异,并根据对松弛变量的分析探究其原因,然后采用DEA-Malmquist指数分析效率变动趋势。分析发现,长三角区域高校人文社科科研整体效率不高,变动不大,区域差异明显,不过差距在缩小。技术效率的变化主要受规模效率制约,全要素生产率的变化主要受技术进步推动。影响三省一市高校科研效率的因素表现不一,其中,上海高校研发与课题经费投入相对过多;江苏高校课题经费投入相对过多;浙江与安徽高校在人员上投入相对过多;上海与浙江的高校在四个产出指标方面都相对不足;江苏高校在CSSCI论文方面产出不足;而安徽高校产出不足问题最不明显。研究结果表明,科研活动的高投入并不一定带来相应的高产出。高校应当提高科研管理和科研技术水平,促进科研效率的提升。
Improving the efficiency of scientific research is of great significance for promoting high-quality regional development.In order to explore the efficiency of humanities and social sciences research in universities in the Yangtze River Delta,a non-radial data envelopment analysis(DEA)super efficiency model was used to measure technical efficiency and regional differences.The reasons for this were explored based on the analysis of relaxation variables.Finally,the DEA-Malmquist index was used to analyze the trend of efficiency changes.The analysis found that the overall efficiency of humanities and social science research in universities in the Yangtze River Delta is not high,with little change and significant regional differences,but the gap is narrowing.The change of technical efficiency is mainly restricted by scale efficiency,and the change of Total factor productivity is mainly driven by technological progress.The reasons that affect the scientific research efficiency of universities in the four regions of Yangtze River Delta.Among them,Shanghai universities invest relatively too much in research and development and project funding,Jiangsu universities invest relatively too much in project funding,Zhejiang and Anhui universities invest relatively too much in personnel,Shanghai and Zhejiang universities have relatively insufficient output in all four output indicators,Jiangsu universities have insufficient output in CSSCI papers,and Anhui universities have the least obvious problem of insufficient output.The research results tell us that high investment in scientific research activities does not necessarily lead to corresponding high output.Universities should improve their scientific research management and technological level,and promote the improvement of scientific research efficiency.
