摘要
建设富有韧性的数字创新生态系统是抵御外部风险冲击、推动区域创新发展数字转型的必由之路。本文以28个省市的数字创新生态系统为分析对象,通过指标评价方法测度其韧性,并使用fsQCA方法研究治理利基组态对区域数字创新生态系统韧性的影响。研究识别了导致高韧性的“知识-资源”驱动和“市场驱动”两种组态,以及导致低韧性的“资源主导”和“知识主导”两种组态。研究发现有助于数字创新生态及其治理理论的发展,也对制定区域数字创新生态系统发展政策具有启示意义。
Various Black Swan events pose severe challenges to the development of digital innovation ecosystem in the VUCA era.It is inevitable to build a resilient digital innovation ecosystem to resist the impact of external risks and to promote regional innovation and digital transformation.However,the research of innovation ecosystem resilience is in its infancy,and the research on its formation mechanism and governance measures is still insufficient.There are few researches focus on the formation and governance of digital innovation ecosystem,and the purpose of this paper is to fill this gap.This paper analyzes the digital innovation ecosystem in 28 provinces.In this paper,digital innovation means the creation of market offerings,business processes,or models that result from the use of digital technology,and digital innovation ecosystem is an ecological organization system supporting continuous digital innovation.Resilience is defined as an ability of digital innovation ecosystem that can recover and adapt from external shocks and pressures.In order to measure the resilience of regional digital innovation ecosystem,we develop an index system based on existing research.Four dimensions of this index system are diversity,evolution,circulation and cushion.We collected statistical data of ICT industry and employ entropy weight method to compute weight of index.Meanwhile,we collect 118 pieces of policy issued by 28 province governments,these policies are aimed to accelerate digital innovation and build digital innovation ecosystem.We use the qualitative policy text analysis method to identify and measure the governance niche of the resilience of regional digital innovation ecosystem,and use the index method to evaluate its resilience.Then,the fsQCA method is used to study the impact of governance niche configuration on the resilience of regional digital innovation ecosystem to explore internal complex causality.The result identifies two configurations,namely,“knowledge-resource driven”and“market driven”,which lead to resilient digital innovation ecosystem.The result also unfolds two configurations,“resource-led”and“knowledge-led”,which lead to non-resilient digital innovation ecosystem.We find that diversified governance niche configurations are helpful to enhance the resilience of regional digital innovation ecosystem.The governance niche configuration with strong knowledge development,knowledge diffusion and resource allocation benefits to enhance the resilience of regional digital innovation ecosystem,as well as the governance niche configuration with strong knowledge development,market formation governance niche,and subsidiary legitimacy.However,it is difficult to effectively improve the resilience of regional digital innovation ecosystem by focusing only on knowledge development or resource allocation.This research is helpful to the theoretical development of digital innovation ecosystem and its governance.On the one hand,this research contributes to uncover the formation and develop mechanisms of resilience of digital innovation ecosystem;on the other hand,this research sheds light on the governance of digital innovation ecosystem from complexity perspective.This paper also has practical implications for the policy making to develop regional digital innovation ecosystem.For policy making,it is important to use diversified policy tools to enhance resilience of digital innovation ecosystem.Province governments should identify regional resource endowment and adopt distinct pattern to govern digital innovation ecosystem.
