摘要
战略性新兴产业发展代表着对传统技术范式的颠覆,为后发国家实现新兴产业的跨越式发展和经济赶超提供了重要的机会窗口,但战略性产业技术经济的基本特征决定了其演进过程中的"市场失灵",需要合适的政策培育工具。"政策窗口"的触发机制在战略性新兴产业政策干预中处于重要的节点,对产业发展起着重要影响。综合分析表明,我国新能源汽车产业已处在"政策窗口"转换的关键时期。新时代我国战略性新兴产业的高质量发展应科学把握新兴产业政策窗口的触发机制,实现最佳的政策效应,达到整个产业政策体系的战略目标。
The development of strategic emerging industries means the replacement of the traditional technology track,which provides an important window of opportunity for the latecomers to catch up with the economy.However,in the process of its development and evolution,there is inevitably"market failure",which requires appropriate policy tools to cultivate the development of strategic emerging industries.The trigger mechanism of"policy window"plays an important role in promoting the development of strategic emerging industries.At the present stage,China’s new energy automobile industry is in a critical period of"policy window"transformation.It is necessary to scientifically grasp the trigger mechanism of emerging industrial policy window and realize the established strategic goal of strategic emerging industrial policy system.
