摘要
我国污水管网存在管网基础设施薄弱、历史欠账多、资金缺口大等问题,同时缺乏有效价格机制,传统财政投入不可持续,融资存在困境。基于监管资产的准许收入具有适合管输领域,服务公共产品属性的特征,能够在污水管网领域进行创新和运营。基于对创新污水管网投融资模式的必要性分析,详细分析基于监管资产的准许收入算法,对如何在污水管网领域引入基于监管资产的准许收入模式进行介绍,并根据某市的实际情况分析其价格和该模式引入对居民生活的影响,认为引入价格机制、征收污水收集费是可行的,并建议按照分步有序、可承受和严格监管原则开展价格机制改革,科学合理设定过渡期,并多渠道争取资金支持改革,严格资金使用,做好信息公开等。
The sewage pipe system in our country has problems such as weak infrastructure,large historical debts and short of fund.At the same time,lacking of pricing mechanism,the sewage pipe is having financing difficulties and the traditional fiscal investment is not sustainable.The permissible income based on the regulated assets has the characteristics of suitability for pipeline transportation and service for public products,thus it could be used for innovation and operation in the field of sewage pipe system.Based on the analysis of the necessity of the innovated investment and financing models of sewage pipe,this paper introduces how to apply the permissible income model based on regulated assets in the field of sewage pipe and analyzes the calculation of permissible income in detail,then the impact on lives of residents and levy sewage collection fee according to the actual situation of a certain city.At last,it is also suggested to carry out the reform of the price mechanism in accordance with the principles of step-by-step order,affordability and strict supervision,scientifically and reasonably set the transition period,strive for financial support for the reform through multiple channels,strictly use funds,and do a good job in information disclosure.
