摘要
通过老旧小区改造,消除住房安全隐患、改善居住环境、增强人民群众的获得感幸福感和安全感,同时,老旧小区改造也是拉动投资、促进消费、稳定经济增长的重要手段。对城市老旧小区改造进行科学评价,既是总结推广经验、查找问题不足的重要途径,也是做好中央财政补助和省级专项资金分配的重要依据。参照国家有关规定,构建老旧小区改造绩效评价指标体系,并采用熵权TOPSIS方法对江苏省老旧小区改造工作进行实证评价。针对评价结果,提出改进完善老旧小区改造工作的政策建议。
Reconstruction of old communities can eliminate hidden dangers to residential security,improve the living environment of residents,and enhance the sense of security and satisfaction of the people.At the same time,it is also an important way to stimulate investment,promote consumption,and stabilize economic growth.The evaluation of old communities reconstruction is not only an important way to sum up experience and find gaps in work,but also an important basis for subsiding and the allocating funds.With reference to relevant regulations,this paper builds an old community reconstruction performance evaluation index system.Then,adopts TOPSIS method based on entropy weight for old community reconstruction performance evaluation.This paper also puts forward policy suggestions for improving the reconstruction work of the old communities according to the evaluation results.
