摘要
疫情环境下境外铁路项目在建设和运营方面的安全风险日益严峻。通过分析境外铁路项目面临的主要风险,提出在构建风险防范和应急管理双重机制基础上,强化事故预防和隐患源头的遏制和防范,创新安全管理的新模式和新措施,加强安全管理资源投入和疫情防控智能设备配置,重点盯控疫情环境下关键环节的过程控制等对策。
With the rapid spread of COVID-19 around the world,the safety risks in the construction and operation of overseas railway projects are becoming increasingly serious.Through analyzing the main risks faced by overseas railway projects,based on the construction of dual mechanism of risk prevention and emergency management,this paper proposes to strengthen the accident prevention and contain and guard against hidden danger source,innovate the new model of safety management innovation and measures,strengthen safety management of resources and epidemic prevention and control of intelligent equipment,focus on key control epidemic environment process control.
