摘要
全面监督、科学评价和及时纠偏现行的随迁子女义务教育政策,对新时期推进国家治理体系和治理能力现代化、实现教育公平具有必要性和迫切性。基于公共政策视角,随迁子女义务教育政策监督是随迁子女义务教育政策体系中对政策执行发挥着预防性、惩罚性和建设性功能的子系统;在执行层面应从监督主体、监督对象和监督方法三个方面完善政策监督的实务体系;为使政策执行真正落实到位,应加强政策决策论证并完善自上而下的监控督导机制,重视审计监督以进一步提升监督工作的独立性、全面性和专业性,注重监督结果运用以扎实推进问责落实,注重问题反馈和经验总结以不断推进政策优化。
It is necessity and urgency to carry out comprehensive supervision,scientific evaluation and timely correction on the implementation of compulsory education policies for migrant children that promotes the modernization of national governance system and governance capacity in the new era and realizes educational equity.From the perspective of public policy,the supervision of the implementation is a subsystem of the compulsory education policies for migrant children that plays a preventive,punitive and constructive role.In addition,the practice system of the supervision should be improved from three aspects:supervising subject,supervising object and supervising method.In order to make policy implementation truly put into places,we should strengthen policy-making argument and perfect the top-down monitoring mechanism,attach great importance to the audit supervision so as to further enhance the independence,comprehensiveness and professionalization in the supervision.We also find that it is advised to focus on the results of policies enforcement by using solid accountability propulsion,pay attention to feedback reports and experience summary to continuously promote the policy optimization.
