摘要
本文根据中国省际面板数据的实证结果,提出信息化与工业化融合影响经济增长效率与公平不完全相悖的概念,描述"两化"融合对经济增长效率的影响是确定、正面且当期,对经济增长公平的影响则是直接与间接、正面与负面作用相互叠加且当期与滞后效应共存。在此基础上,对影响经济增长效率与公平不完全相悖效应的发生机理、现实事例及对数字经济的启示进行讨论。表明效率与公平不完全相悖具有普遍性,由此提出解决效率与公平不完全相悖的技术替代规则、非抑制技术进步的能力提升规则、动态调整的分层分类规则等三种抵消性规则,为社会主体更高效地获取数字经济的社会福利、控制数字经济的不确定性风险提供了政策启示。
This paper probed into the mechanisms of the convergence between informatization and industrialization(hereinafter referred to as the CII)on the efficiency and equity of economic growth based on a panel data set covering 30 provincial areas in 2000-2016 from three aspects.Firstly,this paper described the affecting process of resource allocation driven by information technology application on the efficiency of economic growth.The results show that the CII improves the efficiency of economic growth by promoting the rationalization of industrial structure.At the same time,we find that the CII has both direct and indirect effects on the equity of economic growth,with the superimposition of positive and negative effects and the coexistence of current and lagging effects.Therefore,the concept of incompletely contradictory effect was proposed to describe that the CII’s effect on the efficiency of economic growth is positive and certain and that its effect on the equity of economic growth is uncertain,showing a combination of direct and indirect effects as well as positive and negative effects,with the coexistence of current and lagging effects.Secondly,this paper discussed the mechanisms of the incompletely contradictory effect of the CII on the efficiency and equity of economic growth.The certain and positive effect of the CII on the efficiency of economic growth is thanks to capital and knowledge deepening in the CII.The uncertain effect of the CII on the equity of economic growth comes from the fact that the application of information technology shows a characteristic of skill-biased advancement.The incompletely contradictory effect of the CII on the efficiency and equity of economic growth will provide some enlightenment value for how the digital economy affects the relationship between economic growth efficiency and equity,how an industrial diffusion effect is formed on the deep integration of the digital economy and the real economy,and how the digital economy market supervision is guided by the Internet platform antitrust policy and other means.Finally,considering that the existing literature emphasizes the contradiction between efficiency and equity in economic development,this paper discussed the incompletely contradictory effect of the CII on the efficiency and equity of economic growth from the angle of X affecting the efficiency and equity of Y.Then we proposed such countervailing rules as technical substitution rules,ability enhancement rules of non-inhibitive technological progress,and dynamic adjustment-stratification rules to describe our findings about the CII’s effect on the efficiency and equity of economic growth.These findings will provide some policy guidance for social subjects to get access to the social benefits of the digital economy more efficiently and to control the risk of uncertainty originating from the digital economy by means of the combination of the three kinds of rules.The contribution of this paper mainly includes the following three aspects.Firstly,this paper analyzed the mechanism of the CII’s effect on the efficiency and equity of economic growth from the perspective of deep integration between information technology application and real economy,which provides a theoretical analysis framework with enlightenment value for the research of digital economy’s effect on the efficiency and equity of economic growth,different from the existing research focusing on the single factor of information technology’s role in economic growth or a certain factor’s effect on the efficiency or equity of economic growth.Secondly,this paper put forward the concept of incompletely contradictory effect to describe the characteristics of the CII’s effect on the efficiency and equity of economic growth.It analyzed the universality of incompletely contradictory effect in the efficiency and equity of economic growth,and put forward the assumption that efficiency and equity were not completely contradictory,which provides a theoretical innovation direction for deepening the study of the contradiction between the efficiency and equity of economic growth,and expands the complexity of the existing theory on the relationship between efficiency and equity.
