阶梯式补贴与企业的策略反应——基于新能源汽车企业的分析 被引量:12

摘要 基于产品属性的阶梯式补贴(或税收)是国内常用的政策形式,在推广节能家电和汽车减排方面有过重要应用,但是鲜有文献研究此类政策对产品的影响。中国新能源汽车推广政策基于续驶里程提供阶梯式补贴,为我们提供了一个研究机会。本文利用车型层面的微观数据实证考察了这种补贴是否可能导致企业为了延长续驶里程而牺牲车辆的其他性能指标。以2018年新能源汽车补贴政策的调整作为外生的政策冲击,我们发现续驶里程刚好超过200公里补贴门槛的车型出现了整备质量、电动机功率显著下降的现象,并且其动力性能(最高车速)和能量利用效率(能耗车重比)也同时恶化。而且,这类车型所获得的政策补贴也较为可观。本文为全面评估新能源汽车推广政策的效果提供了全新的视角,为未来新能源汽车补贴政策的调整提供了实证依据,也从政策细节入手丰富和拓展了产业政策相关研究。 Stepwise subsidies(or taxes)based on product attributes are a common form of policy in China and have been used in promoting energy-saving appliances and reducing automobile emissions.However,there is limited literature on the impact of such policies on products.China’s new energy vehicle promotion policy provides a stepwise subsidy scheme based on driving mileage,which provides us with a research opportunity.This paper uses vehicle data at the model level to empirically examine whether such subsidies may cause companies to reduce vehicle performance in other respects in order to extend the driving range.Taking the adjustment of the new energy vehicle subsidy policy in 2018 as an exogenous policy shock,we found that models with a driving range that just exceeded the subsidy threshold of 200 kilometers showed significant declines in curb weight,motor power and performance(maximum speed).Energy utilization efficiency(energy consumption per unit of curb weight per 100 km)also deteriorated at the same time.Moreover,the subsidies for such models are also considerable.This paper provides a new perspective for comprehensively evaluating the effects of new energy vehicle promotion policies,presents an empirical basis for future adjustments to new energy vehicle subsidy policies,and also enriches research related to industrial policies from the aspect of policy details.
