摘要
煤电容量电价机制的出台,有利于在价格形成机制上反映煤电机组功能转型,提高电力系统调节能力,促进清洁能源消纳,推动能源绿色低碳转型。目前我国大部分地区电力市场建设处于起步阶段,将容量机制范围限于煤电机组,定位于回收部分而非全部固定成本,不仅针对性强、影响范围可控,而且可以激励煤电机组积极参与电力市场。通过竞争决定电量电价水平,形成由电量电价和容量电价构成的煤电价格体系,协同为煤电机组投资和运行提供价格信号。为确保煤电容量电价机制预期目标实现,建议紧密跟踪执行情况,对煤电成本、容量电费、电量电价竞争程度以及收入等进行全面监测,防范市场价格操纵,引导煤电积极发挥支撑调节作用,保障电力安全绿色经济供应。
The coal power capacity pricing mechanism is conducive to reflecting the functional transition of coal power plants in the pricing mechanism,improving the regulating capacity of the power system,promoting the consumption of clean energy and the green and low-carbon energy transition.At present,the construction of the electricity market in most regions of China is in its early stage.The capacity pricing mechanism is limited to coal power plants and positioned to recover some fixed costs rather than the full fixed costs.This not only has strong targeting and controllable impacts,but also can motivate coal power plants to actively participate in the electricity market.By determining the level of power energy price through competition,a coal power pricing system consisting of energy price and capacity price is formed,which synergistically provides price signals for the investment and operation of coal power plants.To ensure the expected goals of the coal power capacity pricing mechanism are achieved,it is recommended to closely track the implementation status,comprehensively monitor the cost of coal power,capacity price,competition level of energy price,and income.It also suggests to prevent market price manipulation,guide coal power to actively play a supportive and regulatory role,and ensure the safe and economic supply of green power system.
