摘要
工业用地交易二级市场的建立,是推进土地要素市场化配置的关键环节之一。本文运用浙江省海宁市工业用地交易数据,采用双重差分法考察土地要素市场交易平台建立后对一级市场工业用地价格的影响,研究建立公开二级市场对一级市场土地价格的传导效应。实证研究表明:建立土地要素公开交易平台,对一级市场工业用地出让价格的提升为11.41%;同时,一级市场工业用地价格受邻近区域二级市场工业转让地块成交数量的正向影响。从准自然实验视角,本文证实了工业用地一级市场出让价格存在低估的现象,以及土地要素市场化改革能够有效推动土地出让价格市场化。建立公开透明的工业用地交易二级市场,是克服工业用地定价难题和深化土地要素市场化改革的有效渠道。
The establishment of a secondary market for industrial land transfer is one of the key elements to promote the market-oriented allocation of industrial land.This article uses Haining City in Zhejiang Province as the research area,based on the 2006-2017 industrial land transfer data,using a Differences-in-Differences method to examine the"net"effect of the policy of establishing a secondary market trading platform on the primary market industrial land price.Studies show that the establishment of an open and transparent land trading platform in the secondary market has raised the price of primary market about11.41%.Meanwhile,the price increased in the primary market is positively affected by the number of industrial transfer and transactions in the secondary market nearby.This study confirms the undervaluation of industrial land transfer price in the primary market and the impact of land marketization reform through the quasi-natural experiment.Establish an open and transparent secondary market for industrial land transactions is an effective approach to overcome the pricing problem of industrial land and deepen the reform of land marketization.
