摘要
近年来,数字技术日新月异,数字经济蓬勃发展,为贸易高质量发展带来了新机遇和新思路。数字技术在改善生产要素配置与人员供给、突破流通环节虚实壁垒和促进流通链扁平化、优化社会资源分配、重构消费供需双方关系等方面发挥着重要的作用。贸易数字化发展过程中也面临严峻的挑战,以数字化赋能贸易高质量发展,需要从如下方面着手:提升数字基础设施的投资效率与投资针对性;加快数据资源转化为数据资本;完善数字经济税收治理与反垄断生态系统;推进绿色与数字化深度融入商贸流通体系;扩大社会保障体制覆盖面,加强数字伦理建设;完善企业数字化转型生态扶持、政策扶持以及人才体系建设;运用数字化工具提高普惠效应等。
In recent years,digital technology has changed with each passing day and digital economy has developed vigorously,which has brought new opportunities and new ideas for high-quality trade development.Digital technology plays a significant role in improving the allocation of production factors and the supply of personnel,breaking through the virtual and real barriers in the circulation link,promoting the flattening of the circulation chain,optimizing the distribution of social resources,and reconstructing the relationship between consumption and supply.The development of digital trade is facing severe challenges.The high-quality development of digital enabled trade needs to start from the following aspects:improving the investment efficiency and investment targeting of digital infrastructure;Speed up the transformation of data resources into data capital;Perfect the tax governance and anti-monopoly ecosystem of digital economy;Promote the integration of green and digital into the commercial circulation system;Expand the coverage of social security system and strengthen the construction of digital ethics;Improve the ecological support,policy support and talent system construction for enterprise digital transformation;Using digital tools to improve the inclusive effect.
