新时代大学劳动教育实施的制度性体系研究

On the Institutional System of Implementing University Labor Education in the New Era

摘要 劳动教育的提出由来已久,在新时代重提劳动教育,并将其纳入国家教育方针中,体现了新时代对劳动教育的特殊要求。在当前理论认识和实践中,存在着对大学劳动教育的内涵界定不清、劳动教育虚化弱化等问题,究其原因,核心在于制度性体系的缺失。基于此,本文首先阐明劳动教育与其他四种教育的关系、大学劳动教育与中小学劳动教育的差异性、新时代劳动教育与传统劳动教育的区别,进而提出劳动教育制度性建构的权利基础在于公民的劳动权和受教育权。以此为基础,本文对于新时代大学劳动教育从实施主体、主体权利义务划分、实施内容、实施途径等方面进行了制度性体系建构,并分别从国家和社会两个层面提出了劳动教育实施的保障机制。 Labor education has been put forward for a long time.In the new era,it has been recurred and incorporated into the national education policy,which reflects the special requirements of the new era for labor education.There are some problems in theoretical understanding and practice,such as unclear definition of the connotation of university labor education,weakening of labor education and so on.The core reason lies in the absence of institutional system.This paper first clarifies the relationship between labor education and the other four types of education,the difference between university labor education and primary and secondary labor education,and the difference between labor education in the new era and traditional labor education.Furthermore,it proposes that the right foundation of the institutional construction of labor education lies in citizens’labor rights and education rights.Based on this,this paper constructs an institutional system of university labor education in the new era from the aspects of implementation subject,division of subject rights and obligations,implementation content,and implementation methods,and then proposes a guarantee mechanism for the implementation of labor education from the national and social levels.
