世界大变局下制度超越与仁道复兴之全球价值——用儒家科举考试理念影响公职人员有序流动

Global Value of Institutional Transcendence and Benevolence Revival in Context of Global Changes-Turnover of Civilian Servants with Help of Confucianism’s Ideas of Keju Examination

摘要 世界新冠疫战,中美竞争激烈。中华之忧,不在美国,而在内政,大陆之痛点在公职人员能上不能下,机构渐臃,效能受损,其解决之道在考试。五湖四海,选贤任能,竞中国公职,需经考验。考指考试、考核、考察等;验是权力机构的认可。理论上说,考选优于票选,用人更客观高效。观其实践,尚需完善。考试失之高分低能,考核失之人情世故,考察失之未能形成公开竞争而权力难以制衡且易腐败;验则往往只能通过。因之,考验机制易出现能上不能下,下即伤筋动骨。因应现实情势,能下成为刚需,完善制度宜鉴纳古今中外之长,尤需在"考"上多思索:公开考试、严格考核、严肃考察,使权力内部制衡形成,公开监督落实。尊重人性,对于"下"者,要保留能上的机会,并合理给予荣誉和待遇以补偿。试探索:科名实位职级制,追求血液循环式的能上能下,最终实现制度超越,并复兴仁道文化,利益全球。 Under the background of COVID-19 epidemic,there is severer competition between America and China;however,the risk and problems lie in domestic causes rather than overseas ones:civilian servants in China take up important positions but do not carry out their responsibilities in all efforts,hence bureaucracy and low management efficiency.Then,how to deal with the problem?-The answer is:examination.To be specific,examination means test,assessment and investigation,etc.Theoretically speaking,examination,as being more objective and efficient,is better than voting.However,in practice,there is much room to improve.The problems lie in the facts that tests are theory-oriented thus those who pass them are lack of practical experience;assessments are influenced by personal views thus much too subjective;and investigations are not always open or fair,hence bias and corruption.In one word,examination can be a good solution,but it has been formalized due to the problems in practice.Actually,in view of present situation,it is quite urgent to improve the system by following good examples from home and overseas.In particular,we need to make a better use of"examination"which are supposed to be open,fair,and equal with strict assessmentand scientific evaluation standards.Meanwhile,for those who depart from their jobs,posts and positions are to be reserved for possible resuming of their career,as well as some compensations like honorable titles or financial awards.In short,only when the system with strict rules has been set up,can institutional transcendence be realized and revival of benevolence culture be achieved.Surely,this is of great global value as well.
